(21/02/2018, Marsabit) The Ward administrators office for central ward held the County Fiscal strategy paper 2018/2019 and Medium Term framework public participation forum at the catholic hall.
Members of the public were invited from four locations in the central ward (Nagayo, Jirime, Mountain and Dakabaricha) to deliberate on Kshs 75 Million.
The discussiona were heated on the modalities for sharing out the resources. It was eventually agreed that the Kshs 75,000,000 be divided equally amongst the four locations bringing location fiscal budget to slightly above 18,000,000 million each.
The process comes through to any casual observer as a sham despite the impressive work by the deputy subcounty admin and the central ward administrator.
There was a low turnout for an event that decides on the budget and project priorities for the next FY 2018/2019.
Key projects that were shared by all included provision of water tanks, drainage Culverts and bridges within neighbourhoods.
Conspicuously missing from the public participation were departmental officials who could have answered the many technical questions by the members of the public.
Projects like the poorly done town roads drainage ditches and those along the high were overlooked in the budgeting process and questions of whether they were in the development “flagship” projects were left unanswered.
